If he is just sitting in hes base, its better to attack hes harvesters.
Also change the waypoints off the factory and the barrack : send the 
troopers to the infantry cover closest to the enemy and send buzzsaws next 
to it.
Preventing harvesters running over your troopers, surround them with 
buzzsaws and set them off guard! See the slide.
When units come out their buildings they are en gaurd(except fremen), so 
they will move to attack if they are in a certain range.
If you set them off guard, they won't move and only attack what's in their 
range.
Also move the ligth infantry to the infantry cover(set them off guard) and 
place the assaults nearby like the screenshot.

If the enemy changes the waypoint off hes refinerys(the harvester goes 
harvesting at the given location), just move your army in formation to it or 
use your reinforcements.
Ofcourse you can place the troopers on the infantry cover, but then you 
migth not be in the range off killing the harvesters and carryals.

Another thing, if you think that only the troopers can kill the carryals, 
you are wrong.
When the carryals pick up harvesters they can be attacked a brief moment, so 
ligth infantry, buzzsaws and assaults can damage them to.

But when that rock isn't available change the waypoints to the infantry 
cover closest to your base.
